The VRS Carbon Neutrality Scheme (VCNS) is an independent carbon neutrality scheme established to provide a structured, transparent, and credible framework for the assessment of carbon neutrality claims.
The Scheme is being developed with a strong focus on environmental integrity, transparency, traceability, impartiality, and credible climate action.

To contribute to a credible and transparent transition toward a low-carbon and net-zero economy by strengthening the integrity, consistency, and trustworthiness of carbon neutrality claims. VCNS seeks to establish a robust and internationally aligned framework that supports credible carbon neutrality assessments and enables organizations, products, and climate initiatives to demonstrate meaningful climate action.
Mission
VCNS aims to establish a robust framework that promotes the measurement and transparent reporting of greenhouse gas emissions; encourages meaningful and measurable emission reductions before neutralization supports competent and impartial validation and verification; and continuously evolves in response to international standards and stakeholder expectations.
Why VCNS was developed
Organizations and consumers are increasingly confronted with claims such as Carbon Neutral, Carbon Neutral Product, and similar climate-related statements.
The credibility of such claims depends not only on calculating a carbon footprint, but also on clearly defining the claim boundary, demonstrating emission reductions, appropriately addressing residual emissions, ensuring the integrity of carbon credits, and providing independent assessment and transparent evidence.
The Scheme incorporates requirements for independent assessment, controlled use of carbon neutrality claims and the VCNS Mark, carbon credit traceability, public registry information, complaints and appeals, and ongoing Scheme governance.
